1. If you are planning to use secondary data for research that could result in a publication, conference paper or presentation, you are required to submit your project to Penn State Office for Research Protections (ORP) for IRB review?
2. Before the IRB will approve your project, you must take the IRB Basic Training on the Protection of Human Participants and pass the corresponding 10 question quiz with a 70% or better?
This electronic basic training course has been mandated by Federal regulations and is required before approval can be granted for the use of human participants in any University research project. In this online training course, you will be presented with information about laws and regulations, guidelines, responsibilities, and resources pertaining to the proection of human participants.
Completion of this course and a passing grade of at least 70% on the corresponding exam will fulfill the training requirement. Please note that you may re-take the exam, if needed; however, you cannot simply change incorrect answers. A new quiz will need to be completed and submitted.
Public-Use Data Vs. Restricted-Use Data
There are different forms to be filled out depending upon the type of secondary data you plan to use in your research. For public-use data, you will need to fill out the Non-Human/Non-Research Determination Form (RTF format). Successful completion and submission of the form will result in a non-human/non-research determination. It is understood that you are conducting research - this determination certifies that you are not engaging in primary data collection from human participants.
For restricted-use data, you will need to fill out the Application for Use of Human Participants - Full & Expedited Review (RTF format), including the Use of Computer and/or Internet in Research (Appendix 11, also RTF format). PRI researchers using restricted-use data housed at PRI are encouraged to consult with the Data Archivist when filling out this form.
Please note that IRB approval cannot be granted retroactively, and failure to submit your project for review will have a negative impact on your career. All researchers collecting data and/or working with existing data onhuman participants should review the Responsible Conduct of Research information provided by the ORP.
