Measuring State Welfare Policy Variations and Change
Overview
This project developed a methodology for categorizing state welfare reform policies into quantitative dimensions to effectively manage the magnitude of data on recipiency rules. Measures developed were used to analyze state-level variations and change on key welfare policy dimensions over the 1996-1999 and 2000-2003 post welfare reform periods. Using factor analytic techniques, 78 unique policy rules were reduced to 15 first-order and 2 second-order dimensions.
